Victoria’s construction market is shaped by two forces that don’t coexist many other places: a dominant provincial government presence and one of the highest concentrations of retirement-age wealth in Canada. Both generate consistent, high-value construction activity.
Victoria city issued 3,831 permits in 2024 and 4,040 in 2025, carrying roughly $485 million and $774 million in declared project value respectively (source: City of Victoria open data as indexed by SiteWire, July 2026). The broader Capital Regional District, which includes Victoria, Saanich, Oak Bay, Esquimalt, Langford, and Colwood, encompasses a larger geography with additional permit activity across those separate municipalities. For contractors working the Island, that breadth of geography creates opportunities at multiple stages across multiple municipalities simultaneously.
What drives Victoria’s permit activity
Provincial government infrastructure. Victoria is BC’s capital. Government office renovations, institutional builds, courthouse expansions, and health authority projects flow through the permit system constantly. These are medium-to-large contracts with formal procurement, but permit issuance is often the earliest public signal that a project is moving.
Residential densification. The City of Victoria and Saanich have both committed to significant densification. The conversion of single-family lots to multi-unit housing is generating consistent permit activity in established neighbourhoods like Fernwood, Burnside, and Tillicum.
Langford and the Westshore. The Westshore municipalities, Langford, Colwood, and View Royal, are where most of the CRD’s volume residential construction happens. Langford in particular has been one of BC’s fastest-growing municipalities by population. Townhouse and single-family construction in these areas is high-volume and less competitive than the core municipalities.
Oak Bay and Saanich luxury renovations. These established municipalities see fewer new builds but consistent high-value renovation and addition permits. Custom renovation contractors and specialty trade subs find steady work in this category.
The multi-municipality challenge
Monitoring the CRD for permit activity means monitoring six or seven separate municipal data portals. Each has its own update frequency, data format, and field naming convention. Contractors who try to do this manually end up checking only the city they’re most familiar with and missing activity in adjacent municipalities.
