What the permit data looks like
The City of Ottawa publishes building permit data through open.ottawa.ca, updated regularly. Each record includes the permit number, issue date, project value, type of work, address, and in many cases the applicant or contractor name.
Ottawa’s permit records do not include elapsed processing time, so there is no public data on how long applications take to clear. If you’ve seen approval-time estimates for Ottawa quoted elsewhere, they are not drawn from the city’s permit records.
Ottawa permits fall into several consistent categories:
- Residential new construction, primarily in the outer suburbs: Barrhaven, Kanata, Riverside South, and Orleans
- Residential renovations and additions, strong year-round in established neighbourhoods like Westboro, Hintonburg, and the Glebe
- Commercial tenant improvements, steady demand in Kanata North (the tech corridor) and downtown
- Institutional, federal buildings, hospitals, university expansions. These are high-value, long-duration projects
- Industrial, warehousing in the east end, near the airport
The federal government factor
Ottawa is unique in that a significant share of construction value comes from federal government procurement. Federal projects are large, multi-year, and go through different channels than private-sector work, they require Buyandsell.gc.ca registration and often have specific bonding and certification requirements.
But when a federal building permit is issued, it’s a signal worth watching. The permit means funding is committed and the project is actively moving. That’s a different signal than an announced project that may still be years from shovels in the ground.
Kanata North, the hidden opportunity
Kanata North is Canada’s largest technology park and one of the most consistently active construction zones in Ottawa. As tech companies expand their office footprint and as older buildings get retrofitted, there’s consistent demand for commercial electrical, mechanical, HVAC, and tenant improvement contractors.
This work rarely gets posted publicly. The GC contacts their preferred subs before putting anything on a bid board. Monitoring permit activity in Kanata North and calling GCs early is how smaller contractors break into this market.
